Robert J. Frater. B.A., L.L.B., was called to the Ontario Bar in 1980.  He presently works as Senior General Counsel Department of Justice, Ottawa, and has written and lectured extensively on narcotics law and other criminal law topics.

Chantal Proulx , L.L.B., was called to the Ontario Bar in 1990 and currently works as Senior Counsel and a Departmental Policy Advisor in the Office of the Minister of Justice and Attorney General of Canada.  Ms. Proulx supervised the work of drug prosecutors in Lastern and Northern Ontario from 1996 to 2001 and is a frequent lecturer to police and the judiciary on drug law.
